Soft but sturdy
I bought this elastic to use as a waistband for my granddaughter’s poodle skirt. I didn’t enclose it in fabric and it worked well. I liked that it was softer than the elastic I used on her sister’s skirt but just as sturdy.

Soft skirt belt
This waistband makes the perfect belt for a poodle skirt. It is soft, flexible and comfortable. The white makes it versatile for any color or pattern. It is costly which I did not like.
