Weave in ends.
Create casing by folding Waistband over at turning ridge. Use tapestry needle and yarn to seam down edge, leaving an opening for elastic. Feed elastic through opening using safety pin; overlap 2 raw edges by 1/2"; hand sew together. Seam opening closed.
With C, tapestry needle and using the chain stitch, embroider a loop-d-loop pattern around skirt bottom.

Attach buttons to waistband, sewing THROUGH the elastic to keep waistband from turning.
