Pin seat drape to front and back panels, 4 1/2" up from corners. Pin front and back panels to side (outside of back of seat), 14" up from bottom edges. Remove fleece from wagon and sew 1/2" seam allowance at pinned areas. Right sides together match seat sides with inside bottom edges of front and back. Sew 1/2" seam allowanceto 1/2" from back corners of seat. Right sides together, match seat back sides with inside sides of front and back. The top of the front and back will be higher than the seat back. Sew 1/2" seam allowance. Replace fleece wrong side out onto wagon. Match up edges of front panel at the side of the seat back. Repeat for back. Sew 1/2" seam allowance. Remove fleece from wagon. On wrong side mark a line 2" from all bottom raw edges. Fold fleece to line and sew 1/4" from raw edges. Trim corners close to seams. Turn right sides out. Place on wagon. The cover will be snug around the perimeter of the wagon. Pull down the bottom edge to cover all the red fabric of the wagon. Set aside.
- Create floral. Print templates. Cut flowers from tulle, sepals and leaves from felt. Cover wire stems with 3/4" strips of felt angle cut at one end, the end to start attaching under petals.
- Star flower cut 3-6 of pattern. Spiral stack. Weave a 10" piece of 26 gauge wire through the center of the stack. Twist the wire ends together. Fold over one end of stem wire 1/4". Secure the twisted wire to the folded end of stem wire. Bundle the star flower center above the wires. Spiral 26 gauge wire to secure bundle. Cut three sepals per flower. Hot glue the sepals around the base of the flower, over the wires. Spiral 3/4" strip of felt, starting with the angled end, around the base of the sepals. Hot glue the strip around the stem wire. Add additional leaves tucked under the spirals of felt. Cut stem wire to desired length.
- Pom flower cut 24" L of 4" W tulle. Cut one 10" length of 26 gauge wire. Wrap tulle around center of one hand. Cut one side of loop. Hold one finger inside of other side of loop and twist wire around center of loop. Cut other side of loop. Flair and flatten tulle into a disc. If desired create a second pom of a contrast color. Twist center wires together. Cut 5 sepals per flower. Trim outer edges of flower with diagonal cuts with trim scissors. Repeat process for stem and sepals as per star flower.
- Rolled flowers cut two contrast colors of tulle one each at 3"x 6". Fold tulle in half lengthwise. Spiral lighter color tulle down a pencil. Overlap the end of the first color tulle with the darker tulle. The shape of the flower will vary depending on the tightness and length of spirals. Slide the tulle off the pencil. Pinch the spiral end of tulle together and spiral with wire. Use "3 in 1 sepals" pattern. Hot glue flat end of sepals around the spiral wire end of tulle. Repeat process for stem and sepals as per star flowers. These flowers may be clustered like vine flowers by adding one stem wire to another and covering with 3/4" felt stem spiral.
- Small bloom flower cut a 3" circle and one 4"x 6" rectangle of tulle. With embroidery floss sew a running stitch 1/2" in from edges of 3" circle. Bundle the 4"x 6" piece of tulle and place in the center of the circle. Pull the floss to cinch the circle gathers. Weave the floss up and back down through the top of the center of the bundled tulle. Pull tight and knot off. Spiral wire around the raw ends of tulle. Use rounded sepal pattern as reference for shape of three sepals per flower. Repeat process for stem and sepals as per star flowers.
- Cut large leaves and grass from two layers of felt. For leaves cut out shapes. Hot glue stem wire, curved to match leaf curve, on WS of one felt. Hot glue on top of wire and place second layer of felt WS down on top. Add additional hot glue between the layers of felt, outside of the wire center. Multiple grass strips may be made at the same time. Cut a 5"x 20" piece of felt. Fold to 5" x 10". Equally space 4 - 5 pieces of stem wire down length of felt starting 1/2" from the fold. Hot glue wires between layers of felt. With rotary cutter cut between the wires tapering to a point at the fold. Small single layer leaves and grass may be cut after all floral is applied to wagon.
- Pin floral around wagon. When placing the floral test fit any person or person with costume that may be riding in the wagon to ensure that floral is placed in the most visible areas of the wagon. Bend the stems of leaves to have as many areas as possible to glue to the fleece slipcover. Curl and create wave shapes by bending the wires inside the long grasses. Overlap the bottom ends of floral stems with leaves. Hot glue the floral to the fleece slipcover. Add additional single layer leaves and grass to cover small stems ends and to continue the texture of floral onto the lower flap of the seat.
